What is time release on crops and polymers?

I am doing a science project on Sulfur. And I have a paragraph that says "It is an important component of fertilizer because of its poor solubility in water. This allows it to have a time release when spread on crops."
What exactly does that mean?...What is time realease?

Sulfur-coated fertilizer is a controlled-release fertilizer and makes it possible that by coating nitrogen and other slightly soluble plant nutrients with molten sulfur in varying thicknesses to allow feeding for 10 weeks instead of a few days.
